Description:

The position of Chief Financial Officer (CFO) directs and controls all of the Agency's activities in the areas of financial management; guides and monitors the operations of Finance, Budget, Procurement, Material Control, and Risk Management and Safety; and advises the Chief Executive Officer CEO and the Board of Directors (BOD) on fiscal management/planning matters for the Agency. This is an executive level position appointed by, reporting to, and serving at the pleasure of the Chief Executive Officer. This position is a HIPAA Workforce Member.

Essential Functions:

    Provides the Chief Executive Officer with analytical and strategic financial recommendations based on the current financial environment and economic forecasting, in order to implement effective strategies to ensure sound fiscal management of debt, equity, internal financing, and risk and liquidity.
    Administers the budget process to ensure statutory requirements are met and accurately reflect the Agency's financial environment; provides oversight and guidance to departments in developing their annual budgets; and ensures budgets are maintained within approved levels.
    Plans, develops, and oversees implementation of long- and short-term goals and programs in support of the Agency's objectives and strategic plans.
    Provides leadership, direction, planning, administration, and oversight to the Finance, Budget, Procurement, Material Control, and Risk Management and Safety departments.
    Ensures conformance with goals and objectives of reporting units, and eliminates impediments to peak performance.
    Partners with outside agencies and policymakers to secure support programs and create partnerships.
    Chairs and/or serves as a member of inter-departmental and inter-agency committees, including, but not limited to pension committees.
    Collaborates with the CEO to make recommendations to the Board of Directors on financial matters.
    Represents LYNX on financial matters with financial institutions, federal agencies, local groups and organizations, professional associations, and other similar groups.
    Monitors Agency-wide capital and operating budgets, and adherence to policies and procedures; evaluates utilization of funding sources, and develops new sources of revenue; and ensures adequate funding to meet ongoing and project commitments.
    Establishes policies and procedures related to all financial functions of the Agency, and ensures compliance with all local, state and federal policies and guidelines.
    Performs other duties as may be required or assigned.

Required Qualifications:

    Bachelor's degree from a regionally or nationally accredited institution in finance, accounting, business, public administration, economics, or a related field.
    Minimum of ten years of increasingly responsible financial management experience which includes at least five years of experience at a middle or senior management level, in a function similar in size and scope.
    Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO) or equivalent professional certification.

Desired Qualifications:

    Master's degree from a regionally or nationally accredited institution in finance, accounting, business, public administration, economics, or a related field highly desired.
    Familiarity with transit or transportation system activities and functions.
    Familiarity of the Governmental Accounting Standards Board (GASB).

    Knowledge of the principles, techniques and processes of government at the local, regional, state and federal levels.

    Ability to plan and direct the work of managerial and professional staff.
    Ability to prepare and administer complex budgets.

    Ability to streamline financial and budgetary processes.
    Ability to exhibit a professional, courteous demeanor.
    Ability to work in a multi-cultural environment.
    Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.

Work Environment and Special Considerations:

    Works in an office environment.
    Will attend meetings during evenings and weekends as necessary.
    May need to travel locally and out of state.
    LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX's emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.

HIPAA Workforce Members:

    As a HIPAA Workforce Member, the incumbent in this position will be requested to sign a Privacy Policy Acknowledgement affirming their obligation to maintain confidentiality of all Plan participants' Personal Health Information (PHI).
    Newly hired HIPAA Workforce Members will be trained within four weeks of joining LYNX.
    In the event a newly hired HIPAA Workforce Member fails to complete this training within the applicable timeframe, they may be reassigned to a position that does not require access to PHI, or appropriate corrective action (up to and including termination) may be taken.

Upon separation  of employment or access to PHI, whichever is earlier, each HIPAA Workforce Member will be requested to sign an Acknowledgement of Continued Obligation to Maintain Confidentiality of PHI.

Compensation:  $121,118 to $169,540 per year (starting pay will be based upon education and experience).
