Description:

The Program Administrator, Risk Management Claims manages the claims administration process and staff to ensure accident and injury claims are processed in a timely manner. Resolves issues that arise during claims processing; evaluates potential risk and exposure of business processes and practices; recommends policy changes to reduce liability to the agency; and ensures compliance with established regulatory standards. This position is a HIPAA Workforce Member.

Essential Functions:

Performs personnel management duties (i.e. evaluates, interviews, hires, counsels, instructs, disciplines, and schedules leave).
Administers the property, casualty, and workers’ compensation claims management programs; achieves target budgets; minimizes risks of financial loss; develops and/or updates claims management policies, procedures, and documents; and reviews and evaluates insurance coverage.
Ensures timely web-reporting of claims to the Third Party Administrator and maintains updated financial documentation in the Agency’s Risk Management Information System.
Provides first level resolution response for all administrative issues involving claims management; provides first level settlement review and requested authority for all claims; prepares internal reports based on the Delegation of Authority.
Performs litigation management duties to include, but not limited to: complete and accurate file maintenance; thorough claim investigation activities; file documentation; supports the discovery process; and coordinates the scheduling of depositions, mediations, etc.
Reviews legal bills submitted by defense counsel for accuracy and manages payments to the Board approved not-to-exceed budget; submits requisitions for payments and works with the procurement and finance teams to ensure payments are managed within the approved budget. Prepares settlement check requests and ensures delivery.
Coordinates video viewings with opposing counsel. Attends claims mediation and settlement conferences, trials, and industry conferences as directed.
Reviews case reserves for funding claims and litigation; analyzes actuarial reports and recommends changes in reserves as needed; participates in actuarial process.
Conducts periodic audits of claims files with the Third Party Administrator to determine the accuracy of investigations, reserves, resolution plans, litigation management, settlement and closure; analyzes trends regarding claims volume; provides periodic reports to department director or designee.
Handles auto physical damage claims and works with the Property Officer and Maintenance departments to coordinate necessary repairs, vehicle title management, and recovery to the Agency for losses over the deductible.
Oversees and tracks the subrogation/recovery claims process with the Risk Management Coordinator and Third Party Administrator.
Administers the workers’ compensation medical and indemnity claims process and light duty program in coordination with the Senior Risk Management Claims Specialist. Handles the Florida Department of Financial Services worker’s compensation self-insurance filings SI-5, SI-17, SI-19.
Develops and presents claims management training materials and presentation for new operators, transportation management, and other departments across the Agency.
Identifies claim trends and risk issues, and provides plans to the management team to minimize risk.
Supports the department director or designee as needed for insurance renewal; provides quarterly reports to the broker for vehicle changes throughout the policy period.
Assists the department director or designee with scheduling, posting, and development of the agenda for the quarterly Board of Directors Risk Management Committee Meetings.

Performs other duties as may be required or assigned.

Required Qualifications:

Bachelor’s degree from a regionally or nationally accredited institution in business/public administration, insurance, risk management, or a related field.
Minimum of five years of experience adjusting, supervising, or managing insurance claims at an insurance company, third party claims administrator, or governmental or corporate risk management environment; or a combination of related experience, education, and training.

Desired Qualifications:

Active All-Lines Florida Insurance Adjuster License
Industry certifications to include AIC, ARM, CWC, CPCU

Knowledge, Skills, and Abilities (KSAs):

Knowledge of the claims administration process to include the TPA, defense litigation and self-insured responsibilities.
Knowledge of workers’ compensation-related laws and requirements, safety, loss control, and risk management principles.
Knowledge of the Americans with Disabilities Act (ADA) and Family Medical Leave Act (FMLA) laws and requirements.
Knowledge of claims processing techniques and budgetary practices and controls.
Proficiency with Microsoft Word, Excel, and PowerPoint
Ability to conduct research, collect and analyze data, and prepare written and oral reports
Ability to evaluate, interview, hire, counsel, instruct, and discipline staff.
Ability to exhibit a professional, courteous demeanor.
Ability to work in a diverse environment.
Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.

Work Environment and Special Considerations:

Works in an office environment.
May need to travel locally and out of state for conferences.

Salary Range: $85,000 - $110,000 (Depending on qualifications and experience)
