Description:
Performs required financial management analyses and oversight of grant funded activities. Reviews grants and project financial transactions and reports; validates grant expenditures to address grantor requirements for allowable, allocable, and reasonable charges. This positions supports the requirements for financial management and technical capacity which are key factors in receiving and maintaining grant eligibility.
Human services transportation coordination aims to improve transportation services for persons with disabilities, older adults and individuals with lower incomes by ensuring that communities coordinate transportation resources through multiple federal programs. This position will be responsible for Mobility Management which, under the Federal Transit Administration (FTA) definition: “consists of short-range planning, management activities and projects for improving coordination among public transportation and other transportation service providers with the intent of expanding the availability of services.” This position performs the post-awards responsibilities required for 5310 program management, including 5310 sub-recipients.
This is a 100% grant-funded position contingent on funding availability. Activities for this position shall meet all program requirements identified in the Federal Transit Administration (FTA) program circulars.
Essential Functions:
  • Performs financial analyses for grant activities, including obligations, expenditures, unliquidated balances, purchase orders issued, P-card charges, FTA/FDOT/grantor funds drawn and disbursement variances.
  • Assists in the preparation of competitive grant applications; performs statistical analysis for development of project scopes; performs analytical studies of budget patterns to formulate budget and expenditure projections.
  • Develops and manages 5310 sub-recipient agreements, including conducting assessments and site visits, collecting and analyzing data, and documenting results. Oversees sub-recipient compliance requirements as determined by FTA. Prepares required reports for submission to FTA.
  • Develops, maintains, and updates 5310 post-award policies and procedures; reviews solicitation and pre-award documentation to ensure grant compliance.
  • Develops and maintains 5310 reporting, performance metrics and sub-recipient dashboards for 5310 human service agencies.
  • Manages the One Page Project Report (OPPR) process; ensures project management reports are consistent with the financials; prepares grants and project status reports on all grant funded projects and disseminates to project managers. Coordinates and works with project managers providing tools to ensure accuracy of invoices and progress reports.
  • Develops, updates, and maintains 5310 post-award policies and procedures. Reviews solicitation and pre-award documentation to ensure compliance with program requirements.
  • Plans, develops, and implements post-award project compliance and controls covering technical, fiscal, and administrative requirements for grant-funded projects. Interprets grant and contract rules, regulations, policies and procedures to determine allowable grant expenditures.
  • Reviews post-award requirements with project managers through closeout oversight of grants and project management. Provides guidance to project managers to comply with grants and project requirements and reporting.
  • Identifies and assists in resolving issues affecting projects from concept development through closeout. Performs analytical studies of project budgets to establish grant-funded budget projections of expenditures and close-out.
  • Assists with formal and informal presentations and reports; and supports grant writing functions.
  • Performs other duties as may be required or assigned.
Required Qualifications:
  • Bachelor’s degree from a regionally or nationally accredited institution in business administration, public administration, accounting, finance, or a closely related field; experience in grants compliance, budgeting, grants management.
  • Two years of experience in public transportation handling service plan monitoring, sub-recipient agreements, or human services transportation coordination and monitoring, or a combination of related experience, education, and training.
Knowledge, Skills, and Abilities (KSAs):
  • Knowledge of the principles, practices and methods of accounting as related to grants and grant-funded projects.
  • Knowledge and familiarity with federal and state compliance requirements including procurement, triennial, financial management oversight and project management.
  • Skills in analyzing grant regulations for determining allowable, allocable and reasonable costs.
  • Skills in generating financial and other management reports.
  • Acuity of reading comprehension to analyze and integrate grant and project requirements.
  • Ability to speak clearly and persuasively in positive or negative situations
  • Ability to write clearly and informatively.
  • Ability to work with limited supervision.
  • Ability to operate a personal computer and related software packages (i.e. Word, Excel and PowerPoint, and Microsoft Project).
  • Ability to exhibit a professional, courteous demeanor.
  • Ability to work in a diverse environment.
  • Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
Work Environment and Special Considerations:
  • Works in an office environment.
  • A valid Florida driver’s license and safe driving record may be required when travel is required of the position.
