Basic Function

Under general direction of the Director of Engineering, applies advanced level engineering principles in planning, development, coordination and implementation of engineering activities for the District’s natural gas distribution system, infrastructure and system records/maps. Employee is expected to exercise considerable independent judgment, discretion and professionalism. Work is reviewed through observation, conferences, performance measures and written reports for results obtained.

Primary Duties and Responsibilities

1) Apply advanced level engineering principles to perform engineering activities for the District including planning, designing and cost analysis.
2) Complete designs for distribution main expansion and replacement projects.
3) Review and approve plans, specifications, and designs for projects submitted by customers, contractors and Government agencies.
4) Develop and implement design and construction standards; ensure compliance with District standards, as well as with local, state, and federal codes and ordinances.
5) Conduct feasibility studies, perform system modeling, assess system capacity and recommend system improvements.
6) Review and assist GIS department with the maintenance of system maps and records with corrective drawings and proposed drawings. Capable of working in ArcGIS system to provide drawings and updating of maps.
7) Ability to identify, analyze, and solve routine technical problems related to specialty areas including, but not limited to, measurement, pressure regulation, system modeling, corrosion control and leak maintenance.
8) Provide design, specification and budget figures for City, County and State/DOT relocation projects.
9) Assist in monitoring and ensuring system is in compliance with Florida Public Service Commission and federal D.O.T. regulations, working with Director of Engineering and Administrator of Regulatory Compliance and Safety to achieve this goal. Assist in development of policies and procedures to accomplish same.
10) Coordinate activities associated with installation, testing, and maintenance of control and measurement equipment such as pressure gauges and specialized metering devices in the system. Plan activities of the pipeline system to regulate and measure flow of product from point of origin into and from distribution points in the system.
11) Attend pre-construction and underground coordination meetings.
12) Coordinate activities for obtaining all necessary environmental and right-of-way placement permits for scheduled projects.
13) Resolve issues and complaints raised by consumers, citizen groups and the general public, representing the District at routine and special citizen and community meetings.

14) Communicate with Director of Engineering on a daily basis regarding current activities, sharing information regarding all scheduled compliance meetings, including post meeting follow-ups.
15) Assist in preparation of the department’s annual budget.
16) Confer with officials and other representatives of governmental agencies, engineering firms, contractors, and other related parties on problems relating to projects being proposed or projects in progress.
17) Attend meetings, seminars and schools pre-approved by management.
18) Perform other related duties as required.
19) Perform administrative standby duty as scheduled.

Knowledge, Education and Skill Requirements

Requires a BS degree in Civil, Industrial, Mechanical or Petroleum Engineering from an accredited college or university. Requires a minimum of five years experience in natural gas systems design. Requires a broad knowledge of construction and operation work related to gas distribution systems or a related field. Requires general surveying and utility planning knowledge. Requires tact, diplomacy and good judgment for dealing with customers, employees and the public.

Other Significant Facts

Physical effort: Requires walking, bending, stooping, climbing and moderate lifting.

License: Must possess a valid Florida driver’s license and driving record satisfactory to District’s insurer.

Working conditions: Works inside and outside. May be exposed to extremes in weather. Exposed to hazards of natural gas leaks and blowing gas.

Responsiveness: Must respond timely and accurately to supervisory requests. Must keep leadership informed regarding issues of safety, compliance and system operational concerns which may impact utility integrity or operational effectiveness.

Confidentiality: Absolute confidentiality is required in day-to-day work.

Drug/alcohol testing: Employees in this position are required to undergo testing for alcohol and illegal drugs.
