MINIMUM REQUIREMENTS & ESSENTIAL FUNCTIONS

The GIS (Geographic Information Systems) Senior Analyst provides advanced technical support in identifying, researching, designing, developing, deploying, troubleshooting, and resolving complex issues related to a multi-user GIS network system.

MINIMUM QUALIFICATIONS AND ABILITIES:

At least 18 years of age.
Must be able to comprehend and communicate fluently in verbal and written English.
U.S. Citizen or possess a current permanent resident card.
Clean criminal history; any arrest history will be individually evaluated.
No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.
Must have a Bachelor's degree (B.A. or B.S.) in Computer Science, Geographic Information Systems, Geographical Information Science, Geoscience, Surveying, Engineering, Architecture & Planning, or related field AND four (4) years of related experience OR the equivalent combination of education and experience. **Experience may be substituted on a year for year basis in lieu of education requirement. Related experience to include the following: GIS database administration, application/web/mobile development using ArcGIS Suite (e.g., Desktop, Server, Enterprise Geodatabase, Enterprise Portal, Online, etc.), Python, Microsoft SQL Server Management Studio, web technologies (e.g., HTML, Javascript, etc.), and ArcGIS Developer tools (e.g., ArcPy, ArcObjects, ArcGIS APIs and SDKs, etc.).
Must have a valid Florida driver’s license. Must attend and successfully complete the agency sponsored Law Enforcement Vehicle Operations (LEVO) Training if assignment includes driving an agency vehicle. Use of agency vehicle would require appropriate driving history and passing agency biennial driver’s physical exam. Florida Crime Information Center (FCIC)/National Crime Information Center (NCIC) certification & Criminal Justice Information Services (CJIS) certification must be obtained within six (6) months of employment and maintained as a condition of employment.
Ability to maintain and administer GIS databases.
Ability to collaborate with technical teams to provide optimal system performance and compliance.
Ability to apply systems development life cycle process to deliver organization’s GIS functionality over the web.
Ability to design, administer, and monitor ArcGIS Server components to support all technology using GIS services.
Ability to design, administer, and monitor enterprise GIS systems including but not limited to software, telecommunications, peripherals and associated components.
Ability to elicit and analyze current business requirements and GIS spatial data infrastructure to architect improvement methodologies and proposals for implementation of data standards and quality assurance programs.
Ability to administer, configure, and manage the organization’s ArcGIS Online environment.
Ability to design, develop, and maintain mobile applications related to GIS for various mobile technologies.
Ability to resolve data integrity issues through the review and implementation of QA/QC (Quality Assurance/Quality Control) workflows and metadata documentation.
Ability to maintain and support organization’s public safety applications and the spatial data infrastructure.
Ability to read, analyze and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Ability to write routine reports and correspondences.
Ability to effectively present information and respond to questions from both internal (i.e. senior staff and OCSO employees) and external stakeholders (i.e. local agencies, state and federal government and the public).
Must have advanced skills in the following areas: GIS application/web/mobile development using ArcGIS Suite (e.g., Desktop, Server, Enterprise Geodatabase (ArcSDE), Enterprise Portal, Online, etc.), Python, Microsoft SQL Server Management Studio, web technologies (e.g., HTML, Javascript, etc.) ArcGIS Developer tools (e.g., ArcPy, ArcObjects, ArcGIS APIs and SDKs, etc.), GIS web services, and public safety applications (e.g., CAD, RMS).
Ability to work with intermediate mathematical concepts.
Must have the ability to use creative and original thinking.
Must also have ability to use judgment and discretion.
Ability to focus and complete assignments in a timely manner.

WORK ENVIRONMENT
The employee must be able to work in remote locations within Orange County. The employee will be working with computer related equipment and may occasionally be exposed to the risk of electrical shock. The noise level in the work environment is usually moderate. Depending on assignment, may occasionally be required to work evenings and/or weekends. The employee is required to support the agency’s emergency operations during a critical incident and may be recalled. The employee may also be assigned to a technical team in order to support the agency during a critical incident.
