Description

Professional work in a wide variety of duties involving the design, instruction, and coordination of the employee, supervisory, management, and leadership development training programs and succession planning for the County.

**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

**Additional compensation based on licensure.

Essential Functions

Note: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

Develops, coordinates, manages and delivers traditional classroom, blended learning, on-site training, and online training using research, subject matter experts, or other knowledge sources to create effective training programs customized to meet the specific needs of the County on a wide variety of topics.
Creates and maintains a master training catalog and schedule for all County training.

Aligns training, coaching, professional development, and experiential assignments to assist leaders in developing strategies that support identifying and preparing talent pool for succession.

Assists with organization career pathing and career planning strategiesand initiatives. Makes recommendations regarding these initiatives where appropriate.

Designs a strategic skill-building guide that aligns with career pathing, advancement, and development at all levels of the organization.

Utilizes internal and external resources for job specific training.

Identifies methods to engage and increase participation, and markets training programs.

Identifies meaningful ways to measure and analyze the effectiveness of various training solutions provided to the organization and makes program improvements as necessary.

Partners with management to assess performance gaps through various information gathering methodologies, such as focus groups, surveys, and employee interviews to develop and deliver appropriate learning solutions.

Collects, analyzes, and reports on training related performance and develops training metrics and performance management processes related to training.

Researches, identifies, and actively participates in the operational and strategic development of training “best practices” for employees.

Research’s alternate or additional training programs on an ongoing basis to meet the evolving training needs of the County.

Assists in the coordination of training programs with consultants, instructors, County departments, and other agencies as necessary.

Evaluates and identifies opportunities and methods to enhance e-learning through online platforms and toolsets, such as Learning Experience Programs and/or Learning Management Systems (LMS), including programs and processes therein.

Manages and maintains LMS.

Partners with other areas in Human Resources to identify the most effective performance solutions.

Partners with the Information Technology (IT) Department to maximize the use of e-learning tools and resources.

Coordinates and completes special work projects as assigned.

Minimum Qualifications

Bachelor’s degree in business, Public or Business Administration, Human Resource Management, Education/Teaching, or a closely related field and five (5) years of training or instructional design experience is required.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Additional Requirements

Knowledge of procedures for developing training programs. Experience in Human Resources preferred.

Ability to communicate effectively both orally and in writing.

Ability to evaluate situations and exercise good judgment in making decisions.

Ability to work independently, maintain accurate and detailed records and organize and assemble data to obtain desired output.

Ability to analyze and research data and recommend courses of action to improve training programs.

Knowledge of personal computers and appropriate software including Microsoft Word, Excel and PowerPoint, SharePoint as well as Learning Management Systems (LMS) programs.

In depth knowledge of adult-learning theory, organizational training, including course/program research, development, design, delivery, and close-out.

Ability to establish and maintain effective working relationships with staff at all levels of the County.

Ability to work with customers and assist them in finding solutions to training issues.

Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.

Must possess and maintain a valid Florida Driver’s License.

Performs administrative duties as needed.

Performs other duties as assigned.
