ADMINISTRATOR OF REGULATORY AND SAFETY COMPLIANCE

Position Description #80

Basic Function

Under general direction of the Director of Engineering requires a high degree of knowledge of regulatory compliance as well as experience dealing with safety in the natural gas industry. Considerable independent judgment, discretion and initiative is exercised in carrying out daily responsibilities with efficiency and effectiveness. The work is reviewed through reports, conferences, observations, analyses of reports and recommendations, and by results achieved.

Primary Duties and Responsibilities

1) Review Engineering and Operations Department regulatory compliance including the O&M Plan, the Emergency & Safety Manual, the DIMP Plan, PSMS, and measures taken to minimize risk and non-compliance.
2) Review data required for the annual 7100 report for Gas Distribution Systems and Greenhouse Gas Report. Process annual reports and revisions.
3) Gather and maintain data reported to Common Ground Alliance’s (CGA) annual Damage Information Reporting Tool (DIRT).
4) Review and Coordinate permits with city, county and state organizations.
5) Coordinate with PSC and submit construction project notifications.
6) Review compliance with 811 and coordinate with facility location.
7) Perform routine field inspections and report observations and findings to the Director of Engineering including planned work sites, in progress work sites, and completed work sites. Report using a checklist created by the Director of Operations in addition to your own developed guidelines using our Elements work task system.
8) Conduct inspection result meetings to share findings, lessons learned from observations and field inspections. Create follow-up tasks if necessary and assign to the Director of Operations.
9) Participate in the District Safety Committee. Review current policies and raise issues affecting the District. Submit policies and procedures for the betterment of the District and its employees.
10) Participate when requested in external meetings with local government agencies, utility contractors and engineering firms to discuss issues relating to existing, on-going, or proposed construction projects.
11) Represent the District at meetings as assigned by Director of Engineering.
12) Coordinate with Mayors, Fire Chiefs, and Police Chiefs regarding community operational safety pertaining to all aspects of LANGD utility services.
13) Administer and manage the District Public Awareness Program including making the initial contact with necessary organizations, gathering, and implementing information, distributing outreach materials such as 811 literature, and other duties as outlined in LANGD’s public awareness plan.
14) Review and participate as directed in the District’s Operator Qualification (OQ) program, performing special projects related to same.
15) Review and approve contractor qualifications (DOT compliant drug and alcohol plan, DBPR underground contractor license, liability insurance policy, O&M, OQ certifications, welder/joiner certifications, etc.).
16) Attend seminars, conferences, and webinars to stay current on the new rules and regulations.
17) Represent LANGD on outside committees, as assigned
18) Maintain knowledge regarding OQ issues, integrity management, OSHA and FDOT regulatory safety standards, and other general gas industry related information as required.
19) Prepare reports and correspondence as required.
20) Assist the Director of Engineering as requested on special projects.
21) Participate in proactive team efforts to achieve departmental and company goals.
22) Contribute to building a positive team spirit.
23) Communicate effectively with all levels of employees.
24) Protect confidential information by not communicating, disclosing to, or using for the benefit of third parties.
25) Always maintain the highest degree of honesty and integrity.
26) Other related duties as assigned by Director of Engineering.

Education, Knowledge, Abilities and Skills

Requires graduation from a four-year college or university with a degree in engineering, or a related field and four years of administrative or managerial experience in natural gas operations and/or regulatory compliance; or associates degree in engineering technology and six years of administrative or
managerial experience in natural gas operations and/or regulatory compliance; or high school diploma and ten years of administrative or managerial experience in natural gas operations and/or regulatory compliance. Requires thorough knowledge of modern techniques, methods, procedures, principles, and practices of all phases of natural gas operations. Thorough knowledge of finance, general office and business administration, and the ability to apply them. Ability to coordinate, organize and inspect natural gas operational plans, programs, and activities. Ability to prepare written technical reports. Ability to address civic organizations or other public or private groups on subjects relative to natural gas operational programs and projects. Ability to establish and maintain effective working relationships as necessitated by the work. Possess management style and values that are consistent with the District’s mission and values. Demonstrate interpersonal facilitation and communication skills. Skill in the use of computers and the programs and applications necessary for successful job performance.

Confidentiality: Absolute confidentiality is required in day-to-day work.

Working Conditions: Works inside in office and warehouse environment, as well as outside. May be exposed to extremes in weather. Exposed to hazards of natural gas leaks and blowing gas.

Physical Effort: Requires walking, sitting, bending, stooping, climbing and moderate lifting.

Drug/alcohol testing: Employees in this position are required to undergo testing for alcohol and illegal drugs.
