GENERAL PURPOSE:

Uses critical thinking, analytical, and problem-solving skills to develop policies and processes that align with local, state, and federal guidelines for workforce development programs, specifically the Welfare Transition (WT), Wagner Peyser (WP), and Workforce Innovation and Opportunity Act (WIOA) programs for Adults, Dislocated Workers (DW), and Youth. This role focuses on crafting strategic program recommendations and action plans for executive approval. These efforts enhance key operational policies, management of operational workflows, and process improvement in collaboration with key stakeholders, ensuring adherence to relevant regulatory standards.

ESSENTIAL FUNCTIONS:

Leads a team of program managers to deliver customer-focused and performance-driven programming that adheres to all state and federal regulations, ensuring both compliance and high-quality service delivery.

Maintains current knowledge of evolving legislation, Federal Training and Employment Guidance Letters (TEGLs), State Communiqués, and Memorandum requirements relevant to operational programs. Proactively identifies and communicates any discrepancies or gaps to key organizational leaders, ensuring organizational compliance and operational efficiency.

Coordinates and develops up-to-date operational policies and processes, ensuring their availability on CSCF’s SharePoint, "The Source," to facilitate organizational consistency and adherence to standards.

Coordinates the provision of technical assistance for programmatic staff and contractors, including the interpretation of contracts to support program objectives, of all requirements. Assists both staff and contractors in adapting to changes and in the implementation of new policies and program directives, ensuring efficient execution and compliance with program goals.

Coordinates the development and implementation of programmatic training plans for new hires in collaboration with Human Resources, and existing staff to maintain high levels of competency, customer experience, and adaptability within the evolving programmatic landscape.

Facilitates comprehensive data review in partnership with Business Intelligence to evaluate and improve the efficacy of workforce programs at the ground level, with an emphasis on optimizing case management processes and ensuring their alignment with overarching strategic goals.

Serves as the key liaison between program and center management, fostering open communication and collaboration to ensure seamless integration and operational synergy.

Performs additional responsibilities and undertakes tasks as assigned.

SUPERVISION:

Supervision Received - Work is performed under general direction with extensive latitude in the use of initiative and independent judgment.

Supervision Performed – Oversees the performance and development of mid-level program managers.

MINIMUM QUALIFICATIONS:

Bachelor’s Degree from an *accredited institution in business administration or a related subject; supplemented by three (3) years’ experience in workforce development; or an equivalent combination of education, certification, training, and/or experience. Minimum qualifications for combination

High School Diploma or GED combined with at least six (6) years related experience;

Associate’s Degree or equivalent coursework from an accredited institution in a related field combined with at least four (4) years related experience.

Position is required to attain state required Tier 1 certification within 12 months of hire date. After the first year, incumbents must maintain current Tier 1 certification by completing 15 continuing education credits annually.

PREFERRED QUALIFICATIONS:

Advanced degree in related area from an accredited institution.

PHYSICAL REQUIREMENTS:

Tasks involves light physical effort (i.e., some standing and walking, or frequent light lifting of less than 10 pounds); and minimal dexterity in the use of fingers and limbs in the operating of office equipment. Tasks may involve extended periods of time sitting at a workstation and utilizing a keyboard.

ENVIRONMENTAL REQUIREMENTS:

This position has a hybrid work schedule that combines remote work and in-office work based on business needs. Tasks are regularly performed inside without potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.

SENSORY REQUIREMENTS:
