General Statement of Job

This position performs diverse, complex assignments, which require extensive coordination with City departments, and other local or regional jurisdictions and agencies to optimize the effectiveness of the City’s land use, infrastructure, growth and development while protecting the health safety and welfare of the citizens of the City.

Essential Functions:

Manages multiple development applications and special projects as assigned. Involves continual coordination with applicants, intergovernmental agencies and other professionals and organizations.

Acts as team lead to the lower-level Current Planning staff and reports team development and project status to the Current Planning Manager.

Conducts planning review, including zoning, for building permits and development applications. Serves as planning liaison for intergovernmental review and coordination.

Provides professional and technical assistance to public inquires related to planning.

Drafts staff and other reports.

Coordinates and/or participates in the production of GIS applications and maps.

Makes presentations to City Commission, other City boards, stakeholder groups and the general public.

Advises officials on project feasibility, regulatory conformance, and possible alternatives; and discuss the purpose of land use projects.

Assist with amendments to the City’s Comprehensive Plan and Land development Code.

Provides technical support to task forces, commissions and/or advisory committees.

May represent the City at the local, regional and State level for special projects or assignments.

Perform related work as assigned.

Minimum Education and Training

Requires a Bachelor's degree in urban planning or related field supplemented by five (5) to seven (7) years of professional planning experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Master's degree and AICP certification preferred. Must possess and maintain a valid state of Florida driver’s license. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.

Minimum Qualifications and Standards Required

Skill Requirements:

Has thorough knowledge of the methods, procedures, and policies of the Community Development Department as they pertain to the performance of duties of the Senior Planner. Is knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the principles, theories, practices, and methodologies of urban planning.

Is able to apply basic knowledge of economics, engineering, finance and sociology in the planning process. Has a thorough understanding of land use concepts, population densities, and annexation problems. Has the ability to assimilate both technical and theoretical concepts from many diverse disciplines and apply the knowledge in creative and intuitive ways to solve unique problems. Understands specific City/county ordinances as they apply to the duties and responsibilities of the position. Has thorough knowledge of planning and development and land use terminology. Is able to efficiently and effectively collect, tabulate and analyze relevant data and apply it to the planning process.

Is able to coordinate division activities with and negotiate effectively with other City and county departments, property/business owners, engineering / development and construction / real estate professionals, contractors, community leaders, etc., in order to accomplish goals and complete projects. Is able to work under stressful conditions related to balancing multiple projects within the constraints of time available, personnel capabilities, financial resources, and political considerations. Is able to react professionally at all times, dealing with sensitive situations with tact and diplomacy. Is able to make effective presentations and speeches. Is able to make sound, educated decisions. Has the skills and abilities to provide leadership to subordinates and coordinate their work activities. Has the ability to offer assistance to co-workers and employees of other departments as required.

Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has comprehensive knowledge of the terminology used within the department. Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Has thorough knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for data and word processing, and GIS operations. Knows how to react calmly and quickly in emergency situations.

Physical Requirements:

Must be physically able to operate a vehicle and a variety of machines and equipment including a computer, telephone, general office equipment, drafting tools, microfiche, plotter, scanner, measuring devices, etc. Must be able to exert up to twenty pounds of force occasionally and/or up to ten pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time, occasionally on uneven terrain. Must be able to lift and/or carry weights of up to twenty pounds.

Responsibilities:

Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policy, standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human and conceptual areas.

Exercises analytical judgment in areas of responsibility. Identifies issues or situations as they occur and specifies decision objectives. Identifies or assists in identifying alternative solutions to issues or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advice where appropriate and research issues, situations and alternatives before exercising judgment.
